The Buckle Up PA 2019 Thanksgiving CIOT Seat Belt Enforcement Mobilization is scheduled for November 25 – December 8, 2019 and will include the Thanksgiving Holiday weekend. The goal of the Thanksgiving Seat Belt Mobilization is to maximize both day and nighttime seat belt use by targeting roadways with high unbelted crashes, injuries and deaths through a combination of enforcement and public awareness activities. Buckle Up PA has invited 275 Law Enforcement Agencies (LEAs) to participate in this Mobilization.
Invitation to participate was based on an analysis of Crash Data and the 275 agencies selected represent the jurisdictions with the greatest number of unbelted crashes and fatalities in the state. The analysis also shows that unbelted crashes and fatalities increase during nighttime hours. To address this increase, participating LEAs will be required to schedule 50% of their enforcement details at night from 2100 hours to 0400 hours.
In 2018, Pennsylvania had an increase in overall crash fatalities, including unbelted fatalities. High Visibility Enforcement campaigns, supported by education and community outreach, remain one of the most effective countermeasures to increasing seat belt use.
BUPA believes the only way to convince the remaining 12% of non-seat belt users to buckle up is to write the primary citation for those under the age of 18 and the second seat belt citation for those over the age of 18.
Our message is simple; Law enforcement will be writing Seat Belt tickets to save lives, so Buckle Up Day or Night.
