I was on a Buckle Up PA In-kind detail on August 13, 2019, my last traffic stop was a truck on Ohio River Blvd, northbound. The truck pulled partway off the road, so I used my car to block the curb/slow lane. After I approached the driver and made my initial contact I was returning to my car and saw a white sedan stopped behind my car. I assumed he got stuck in the slow lane and was waiting for a gap to pull out. As I was running my driver, Officer Mulkerin and Officer Niglio arrived as back up. They pulled in behind the white car and approached the driver to find him passed out behind the wheel with his foot on the brake. It turned out he was overdosing and had heroin on the floorboard. We blocked his car, pulled him out and administered Narcan. EMS responded and took him to the hospital; he had come around by the time they got there. Officer Niglio filed for the DUI and possession.
I wanted to share it with you because I feel that our Click it or Ticket patrol today saved his life, and likely the lives (or at least prevented injury) of other motorists.
