Everyone at Buckle Up PA (BUPA) would like to extend our thanks and appreciation to all the Law Enforcement Agencies (LEAs) that participated in the May/June “Click It or Ticket” Mobilization. This mobilization brought 334 Pennsylvania Municipal LEAs, the Pennsylvania State Police and thousands of other departments across the country together for one common goal, to save lives.
The weather was, once again, a challenge for High Visibility Enforcement (HVE) operations across the Commonwealth. PennDOT granted our request to extend the mobilization one additional week which allowed LEAs to complete their details.
Agency and individual contributions continue to make this mobilization a success. This year, BUPA LEAs had 27,802 contacts resulting in 22,702 citations being issued. Over 2,000 of those citations were directly related to Occupant Protection violations. It is the continued “Zero Tolerance” practice that lends credibility to the mobilization and earned media campaigns.
Pennsylvania joined other states in the National Highway Traffic Safety Administration’s (NHTSA) Border to Border Seat Belt Enforcement Operation. This initiative emphasized agency coordination along and across borders. This year we had a 39% increase in LEAs that participated in this 4-hour campaign and a 60% increase in Occupant Protection violations. Several departments took part in media events promoting the nationwide enforcement campaign.
We believe that a strong enforcement initiative is essential to promoting a successful seat belt campaign. Without our LEA partners, we would lose an essential means to reaching our goal of saving lives. Each contact creates an opportunity to change someone’s behavior or mindset and, quite possibly, their own life.
